Yes. Every YouTube TV plan comes with a free DVR at no extra charge, included as part of your subscription.

What are the YouTube TV DVR storage limits?

With the YouTube TV DVR, you can store as many episodes and hours of content as you want for up to 9 months. After 9 months, your oldest recordings will begin to be deleted. As long as you watch your recordings within this time limit, you won't have to worry about deletion.

No. There is currently no way to upgrade YouTube TV and boost your storage capacity, though most cord-cutters will find no need to do so anyway.
